How bad is it? It fails on all levels.
Should you see it? No.
Wacky scientist invents a cyborg, a sexy blonde cyborg, a stereotypically dumb blond cyborg - played by Kathy Shower, and sometimes by Jennifer Daly, who don't look alike, but wear the same bad wig. The scientist decides his invention could be used to fight crime, so he sends it to break up a drug cartel in L.A. (which looks suspiciously like Colorado). The next hour and a half is an endurance test for the viewer, as nothing happens, though there are appearances by Burt Ward and Jack Carter to give you hope something will happen.
